On a Party-Line Vote, the House Passes the ‘No Rogue Rulings Act’ to Curb Activist Judges

The House of Representatives has succeeded in restricting district court judges like James Boasberg from using their powers to issue nationwide injunctions against President Trump’s policies. 





Obviously the vote was split along party lines, with one Republican joining the Democrats in voting “NO.”

The House on Wednesday passed a bill restricting district court judges from issuing nationwide injunctions in a move that would vastly diminish the ability of courts to block President Trump’s policies. 

Dubbed the No Rogue Rulings Act, the legislation from Rep. Darrell Issa (R-Calif.) would limit judges to providing relief only to parties directly involved in the suit. 

The bill passed in an 219-213 vote.

It would bar district court judges from issuing nationwide injunctions, even when the matter has an impact across the country – undercutting numerous lawsuits challenging Trump’s directives.

“Since President Trump has returned to office, left-leaning activists have cooperated with ideological judges who they have sought out to take their cases and weaponize nationwide injunctions to stall dozens of lawful executive actions and initiatives,” Issa said.

“These sweeping injunctions represent judicial activism at the worst.”





Rep. Turner is a 14-term Congressman in a fairly safe Ohio district, so it appears he decided this legislation was a bridge too far. 

In February 2024, Turner came under fire from his party due to a statement he issued while in his role as the House Intelligence Chairman. Turner claimed there was a “serious national security threat,” but failed to run it by House Speaker Mike Johnson before going on national television to spout off. In January 2025, after Johnson was once again voted in as Speaker of the House, he removed Turner as Chairman of House Intel. 

It has been reported that Turner is a [Kevin ] “McCarthy guy,” and that he was bullish on not making any changes to FISA. Word on the street is that he is much too cozy with the intelligence community to be an objective voice on oversight.

Turner’s “NO” vote is raising calls from Republicans and MAGA to have him primaried. The Democrats have also targeted Turner and two other Republican representatives as potential seat flips for 2026.





Good luck with that. Thanks to the wins in Florida, Republicans could afford a one-vote departure. However, attention is now on the Budget Resolution and whether Turner will also choose to fall in line with the party or be a dissenting vote.

In the meantime, the Senate has submitted a similar bill to rein in rogue judges.

Sen. Chuck Grassley (R-Iowa) has introduced a similar bill in the Senate that would also limit judicial rulings to the parties directly involved in the case. It’s unclear, however, when the legislation might advance.

 This successful vote on the No Rogue Rulings Act is one of the more significant gains made by Congress to help ensure President Trump’s polices and agenda move forward.
